Identify who the buyer is: the procedure will differ depending on whether it is a contracting authority or a contracting entity.
A procurement procedure generally comprises the following documents:

a publication notice setting out, in particular, the deadline for the submission of tenders, the type of procedure and the criteria against which tenders will be assessed.

tendering rules setting out the details of the publication notice and detailing the stages of the tendering procedure as well the documents to be included in the tender

special administrative terms and conditions (SATC) derogating from or adding to the general administrative terms and conditions (CCAG) applicable to the tender: the contract clauses

special technical terms and conditions setting out the buyer’s technical requirements: the tender must meet these requirements;

price documents to be filled in by the tenderer: breakdown of the overall price (DPGF), unit price schedule (BPU), breakdown of costs and quantities (DQE)
